    When Delenn says there’s 1 left, she means that there is 1 of the first races still left – that race being the Vorlons (aside from the Shadows which she describes as the oldest of the first ones). She doesn’t mean that there is only 1 singular person or entity of the first ones left. She looks to Kosh as the Ambassador of the Vorlon Empire to signify that they (the Vorlon race) are the last remaining first ones that has “stayed behind,” implying that the other first ones have gone away somewhere to another part of the galaxy, another plane of existence or what have you…
